우리는 현행 ‘준연동형 비례대표제’가 의원정수 확대나 위성정당 방지 등의 개선책을 통해서도 작동할 수 없다고 주장한다. 이를 논증하고자 현 제도의 작동원리를 의석배분의 단계별로분석함으로써 제도 도입의 취지대로 비례대표의석의 절반씩 연동형과 병립형으로 배분되기 위한조건을 탐색한다. 최근 선거결과에 대한 모의실험을 통해 준연동형이 작동하려면 현행 46석의비례대표의석보다 100석에서 150석 이상의 추가의석이 필요하다는 사실을 밝혀냈다. 의원정수가 늘어 대정당이 비례대표의석을 확보하더라도 위성정당 설립의 유인은 사라지지 않으며, 연동형을 도입했다가 폐기한 다른 국가의 경우에도 비례대표 의석수는 부족하지 않았다는 점을 부각한다. 우리는 연동형 비례대표제가 더 이상 제도적 대안이 될 수 없다고 주장하며, 현행 의원정수의 제약하에서 5인 내외를 선출하는 중규모 단층 선거구제로 전환할 것을 제안하였다. 또한최근의 비교연구 성과를 반영하여 개방형 명부제 도입을 주장하였다.
Abstract
We contend that the current Semi-Mixed Proportional Representation (MMP) electoral system cannot be effectively enhanced through measures like increasing the number of seats or preventing clone parties by legislation. A step-by-step disaggregation of the existing seat allocation procedures reveals the conditions under which half of the list seats would be allocated in the MMP system, while the other half would operate under a parallel system, as intended by the introduction of Semi-MMP in 2020. Simulations of recent election results indicate that an additional 100 to 150 seats are necessary for Semi-MMP to function as intended. Evidence from other countries that have struggled to implement the MMP system demonstrates that merely increasing the number of seats fails to mitigate the incentives for major political parties to create clone parties aimed at maximizing their seat share. We argue that neither Semi-MMP nor Full-MMP serves as a viable institutional alternative. Instead, we propose transitioning to a single-tier districted proportional representation system that elects approximately five members per district, utilizing an open list format.
