Abstract
This paper suggests a new consistent theoretical approach on the main cause to make all the Korean presidents after the 1987 democratization oscillate between the ‘Imperial’ and ‘lame duck’ presidency periodically. Particularly for the goal, this focuses on the sole factor, the executive bureaucracy and a few power agencies’ strategic behavioral patterns, such as their loyalty and defection, across the presidential tenure. This is different from the other previous literatures that have separately explained the causes of ‘Imperial’ and ‘lame duck’ presidency in new democracies. According to the new theoretical approach suggested by this paper, an incumbent president’s comprehensive and autonomous power over personal affairs could increase bureaucrats and power agencies’ loyalty toward the president, and furthermore make him or her an ‘Imperial’ presidency, but turn him or her into a ‘lame duck’ presidency at the last phase of his or her tenure.
