선거제도의 주요 기능은 유권자의 선호를 의석으로 전환하는 것이다. 이런 선거제도는 정치 게임의 기본 규칙을 규정한다. 선거제도가 어떻게 만들어졌느냐에 따라 선거결과와 대의 정치 본질이 달라진다. 본 연구에서 한국 선거제도 개혁을 둘러싸고 전개되는 핵심 쟁점들에 대해 논의한다. 의석배분 방식(연동형 대 병립형), 명부 작성 방식(전국 대 권역별), 의원정수, 지역구 대 비례구 의석 비율, 명부등록 방식(단일 등록 대 이중 등록), 비례대표 명부 기표 방식(폐쇄형 대 개방형) 등이 논의된다. 이를 토대로 다양한 선거제도 개혁 방안에 대해 분석한다. 기존의 핵심 쟁점에 대한 논의를 토대로 선거제도 개혁 방안을 8가지 유형으로 분류한다. 향후 미래지향적 선거제도 개혁을 위해 핵심적으로 논의되어야 할 사항들에 대해서도 고찰한다. 세부적으로, 선거제도 효과에 대한 체계적 고찰, 권력구조와 선거제도의 조응성 고찰, 충원 과정의 개혁, 선거제도 개혁 방식에 대한 패러다임의 변화 등이 논의된다.
Abstract
As a vote-seat conversion mechanism, electoral system defines the basic rules of political game. Depending on how the electoral system was created, the results of elections and the nature of representative politics differ. This study examines how to change the Korean election system. To this end, we will first discuss the key issues surrounding the reform of the Korean electoral system such as seat distribution method (interlocked vs. parallel), roster preparation method (national vs. regional), number of seats in congress, ratio of seats in regional constituencies to proportional constituencies, roster registration method (single vs. double), proportional representation list method (closed open), etc. Based on this, an in-depth analysis of the electoral system reform plan is conducted. This study presents the following reform plans for the electoral system. The fixed number of members is maintained at 300 seats, and for proportional representation, country is divided into 6 regions and seats are distributed in parallel. In order to secure regional representation, an equal number of seats are allocated to each region. Finally, we consider the issues that need to be discussed as key issues for future-oriented reform of the electoral system.
