한국 국회의원 선거제도 개혁의 조건과 과제: 뉴질랜드 및 영국 사례와 비교적 관점에서

초록

이 글은 1987년 민주화 이후 한국의 국회의원 선거제도 개혁과정을 단순다수 선거제도로 인해 나타나는 문제점들로 인해 선거제도개혁을 시도한 뉴질랜드 및 영국 사례와 비교 고찰한다. 한국과 뉴질랜드는 선거제도 개혁에 성공한 반면 영국에서는 제도 변화 시도에실패했다. 이들 세 국가에서의 제도 개혁 과정과 결과를 비교한 결과이 글에서 제시하는 선거제도 개혁의 조건과 경로는 다음과 같다. 첫째, 절차적 민주주의가 확립된 국가에서 선거제도 개혁은 ‘아래로부터’ 선거개혁을 요구하는 사회 내 개혁세력과 ‘위로부터의’ 개혁연계세력의 연합에 의해 시도된다. 둘째, 선거제도 개혁이 정치적 의제로부상하게 되는 정치적 국면이 제도개혁 연합을 가능하게 하는 조건이 된다. 선거제도가 형성되고 발전해온 역사적 맥락, 정당의 이익교환의 구조, 사회 내 개혁세력의 영향력, 그리고 해당 국가의 법 제도적 차이에 따라 선거제도 변화 경로는 상이하게 나타난다. 민주주의제도 도입 직후 권위주의 정부시기를 거쳐 뒤늦게 절차적 민주주의가 확립된 국가들에서 위로부터 형성, 혹은 수립된 선거제도에 대한2차 개혁 필요성은 아래로부터 제기되는 경향을 보인다(한국 사례).

Abstract

This study is to investigate under what conditions and how an electoral system change happened. It compared electoral reform experiences in Korea with the electoral system change in New Zealand and an attempt to reform in the United Kingdom. Conditions for electoral system change and routes to the system reform is as in the following. First, in the normal democratic state, an attempt for electoral reform begins from below, that is made by reform-oriented group in the civil society. As it connected with political group preferring for electoral system reform, the third parties or reform-friendly group in the opposition parties, an electoral system change is more likely to be realized. Second, it is more likely to be tried an electoral system reform under extraordinary political situation that electoral system reform to more democratic form emerged as critical political agenda. There are some different routes to an electoral system reform as following the countries’ endemic historical context how the electoral system to be designed and developed, political parties’ interests bargaining structure in the party system, leverage of the reform-oriented group in the civil society, and other democratic institutional arrangements. In Korea, according to retarded timing of democratization after authoritarian regime, There are reform-oriented demands from below for redesigning the electoral system built by authoritarian political elites. In countries having long-standing democratic electoral system, such as New Zealand and the United Kingdom, some challenges for electoral reform are raised by the political parties having disadvantages under the existing electoral system. Nevertheless, In these three countries, common conditions for electoral system change exist: demands for system change by reform-oriented minor parties and societal group, existence of reform-friendly group in the major parties, and extraordinary political situation breaking the current institutional balance. The critical determinant for electoral system reform Korea and New Zealand achieved was the existence of comparatively neutral public institution that is to say ‘the Constitutional Court’ in Korea and ‘the Royal commission on the Electoral System’ in New Zealand.
