Abstract

Focusing on Italy’s 2014 “Franceschini Reform,” this article analyzes how cultural-heritage governance was reorganized and redesigned. Using legislative texts, policy reports, and empirical case studies, the analysis documents a shift from centralized bureaucracy to a pluralistic and participatory architecture. The reform restructured the Ministry of Culture, professionalized heritage careers, introduced the Art Bonus tax incentive, expanded managerial autonomy for national museums, advanced digitalization strategies, and integrated overlapping policies. Findings indicate increased civic and private-sector participation and greater transparency via the Art Bonus and digital platforms, alongside efficiency and accountability gains that helped revitalize local cultural ecosystems. However, persistent regional disparities in finance and expertise, commercialization pressures linked to tourism monocultures, and risks of institutional privatization under capital-driven public– private partnerships limit these gains. The results underscore the continuing need for central-government mediation to balance equity and sustainability. Conceptually, the reform—shaped by social-democratic commitments to the public interest and principles of New Public Management—seeks to reconcile cultural heritage’s dual status as a social good and a market resource and to mitigate center–periphery asymmetries. While reframing heritage as a strategic asset for socioeconomic and cultural development, unresolved challenges remain in achieving equity and inclusion.
