Abstract
This study examines the cases of France, the UK(England), and the US to derive implications for central–regional government support and cooperation in the decentralization of Korean cultural administration. It identifies the decentralization backgrounds of all three countries and examines the cooperation between their central and regional arts support structures. Noting that the discourse on regional decentralization in Korean cultural administration has primarily revolved around fiscal decentralization, this study adopts a complex perspective that considers both cultural decentralization and political and administrative decentralization, as proposed by Kawashima (1997), to account for the unique characteristics of arts and culture. The study finds that each country, within its unique administrative decentralization context and institutional environment, promotes cultural decentralization centered on geographical and socioeconomic equity by establishing effective intermediary organizations between central and regional bodies, cooperation agreements, internal governance structures, and subsidy programs.
