본 논문은 폐 산업시설 활용 문화 예술 공간이 갖는 목표와 효과를 점검하고, 이에 따른 문화정책의 방향을 제안하는 데 그 목적이 있다. 우리나라에서도 폐 산업시설 활용 사업이 전국적으로 진행되고 있지만, 아직 뚜렷한 정책적 구도와 틀을 갖지 못하고 있다. 이에 반해 유럽에서는 사업의 역사가 40년이나 되고, 특히 민간 주도 유형이 중심이 되면서 문화정책 지평에 많은 영향력을 미쳐왔다. 특히 프랑스에서는 2000년대에 정책을 수립하고 이에 따른 문화 예술 시설에 관한 정책 패러다임을 새롭게 만들고 있어 주목할 만하다. 이에 따라 기본적으로 문화민주주의 이념에 근거하여 창작에서 향유‧배급‧투자의 선순환적 구조를 띠는 문화 공간의 새로운 기능을 중심으로 지역사회에 대한 영향 관계를 새롭게 하는 실천적 맥락을 드러내도록 한다. 동시에 추후 한국에서 진행될 폐 산업시설 활용 사업에서 가능한 정책 기조 및 민간 주도 유형에 대한 실태 조사 등 관련한 시사점을 제시한다.
Abstract
This treatise examines the purpose and effect of cultural spaces converted from abandoned industrial facilities and suggests a future direction of cultural policy. Currently there is an ongoing conversion project of abandoned industrial facilities in Korea, though it is without it’s a political structure and framework. On the other hand, in Europe, it has been 40 years a similar project was first started, and particularly, it has had knock-on effects on cultural policy, crucially, through being a citizen-led project. In France, for example, the policy was established in the 2000s, and during that time, there was a corresponding political paradigm set up regarding cultural spaces. Accordingly, based on cultural democracy, the focus on cultural spaces' increased functionality has a virtuous circle in terms of creation, enjoyment, diffusion and investment, and so it appeals to the practical context of its location, by renewing the level of local community relations. At the same time, such cases can be used, as in this study, to suggest political tasks for the Korean context, such as establishing a political direction for reusing abandoned industrial facilities project in Korea and a citizen-led type of analysis.
