여성정책 담당기구 제도화의 패러독스: 전업주부 노동시장 참여정책과 성역할 분업 논리의 재생산

초록

본 연구의 목적은 여성정책 담당기구의 제도화에 따른 조직 특성과 행위자의 전략을 분석함으로써 성역할 분업 논리를 재생산하는 전업주부 노동시장 참여정책 산출의 메커니즘을 규명하는 것이다. 김대중 정권과 노무현 정권하에서는 비교적 진보적 여성정책의 실현 가능성이 높았던 시기라고 할 수 있다. 그럼에도 불구하고, 이 시기 여성(가족)부의 위상 및 권한 확대는 성역할 분업 논리의 약화라는 젠더 정치 실현을 용이하게 하기보다는 오히려 제한하는 역설적인 현상이 나타났다. 구체적으로 본 논문은 이 시기 여성(가족)부(2000-2007)의 전업주부 노동시장 참여정책이 ‘여성유망’직종에 한정되었던 점에 주목하고, 이를 야기한 두 가지 메커니즘을 조직의 다면적 특성에 따른 다양한 목표와 이를 동시에 달성하기 위한 행위자의 전략 수준에서 발견하였다. 첫째, 부처 할거주의의 정책 환경 하에서 조직의 권한 확대를 도모하는 관료조직으로서의 목표와 양성평등 전초기지로서의 목표를 상응시키고자 여성(가족)부 조직행위자는 전업주부를 틈새 정책대상으로 정하였다. 둘째, 국가 상위 목표를 달성하는 하위기구로서의 여성(가족)부의 목표와 양성평등 전초기지로서의 목표를 달성하고자 조직행위자는 전업주부를 일자리 창출을 경제 발전을 위한 여성유망직종과 연계하였다. 이와 같은 연구 결과는 여성정책 담당기구의 틈새 정책 집행력 확장에 치중한 권한 확대는 젠더위계 변화를 위한 국가 페미니즘 실현에 한계를 수반함을 시사한다.

Abstract

This article seeks to explain the paradoxical policy programs of Korea's Ministry of Gender Equality (and Family) (MOGE(F)) from 2000 to 2007. While the establishment of MOGE(F) was a major accomplishment of feminist activism through which the possibility of the state feminism expanded, programs for job creation and training to address housewives’ under-participation in the workforce maintained the traditional ideology of the sexual division of labor. Moreover, these policy programs were expanded under the favorable policy environment such as administrations favorable to gender egalitarianism, increase of femocrats within the state, and the increase of the administrative capacity to pursue feminist ideology. While these policy programs created more employment for women, they also reproduced the association of women with female-stereotypical low-paid occupations such as care workers. This research distinguishes two mechanisms responsible for the paradoxical policy programs. First, MOGE(F) as a vanguard organization of gender equality and as a bureaucracy operating in a turf battle led the bureaucrats to the policy niche of housewives and their economic independence. Second, MOGE(F) as a state agency striving for national prosperity in addition to gender equality led MOGE(F) actors to strategically fit housewives with women-friendly jobs for national economic development. These mechanisms imply that increasing the power of women's policy institution through turf battle searching for policy niche could limit the possibility of state feminism to weaken gender hierarchy.
