이 연구는 1990년대 중반부터 현재까지 지난 10년간 전개되어 온 한국여성운동의 법제화운동을 중심으로 제기되고 있는 운동의 제도화에 대한 분석을 목적으로 하고 있다. 이 연구에서 다루는 제도화의 주요 쟁점은 90년대 이후의 한국여성운동의 제도화 양상이 어떻게 나타나는지, 한국의 여성운동이 법제화 운동 속에서 여성주의적 목표와 행동, 의제들을 어떻게 다루었는지, 여성주의 의제가 정책으로 만들어진 국가 페미니즘의 가능성과 한계는 무엇인지를 분석하였다. 1990년대 이후 법제화운동의 성과는 여성의 권리와 평등개념을 반영하여 정치, 행정분야의 여성대표성을 향상시키는 적극적 조치를 실현하게 하였고, 여성주의적 이념을 정책 안에 반영하여 성, 가족과 같은 사적인 영역의 문제를 공론화하여 공사영역의 경계를 변화시킨 점이다. 그러나 여성의 권리는 보편적이라기보다는 일부 여성의 권리일 수 있으며, 정책이 가진 여성주의적 정치성이 희석되는 현상을 보이고 있다. 이 연구는 그 동안 보편적 권리 개념이 담아내지 못했던 계급성과 여성들 간의 차이를 운동에 담아냄으로써 여성운동의 진보성을 재구성해야 한다는 결론을 제시하고 있다.
Abstract
This study analyzes the institutionalization and crisis of women’s movements in Korea revolving around policy-making movements developed by women’s movements since the 1990s. Major topics in this article are on what the institutionalization of Korean women’s movements has been going on, how women’s movements has been dealing with feminist ideas, agendas, and activities, and have been dealt with, and what the limits and possibilities of the state feminism reflected into government policy are. Some findings of this research are as follows. Korean women’s movements. Since the 1990s, Korean women’s movements have contributed considerably to the development of women’s policies, working under the banner of political engagement and gender mainstreaming. However, this contribution simultaneously resulted in the dispute on the problem of institutionalization of the movements and raised the reflexive voice within the movements that the future of Korean women’s movements depends on how the movements reconstruct their progressiveness in doing feminist politics. This study concludes that the progressiveness of Korean women’s movement would be reconstructed when the movements deal with the issues of class and differences between women in their activities and vision.
