정책과정을 통해본 젠더와 평등개념의 제도화: 양성평등채용목표제와 국공립대 여성교수채용목표제를 중심으로

본 연구는 1990년대 후반 이후 여성정책의 전략으로 채택한 성주류화가 정책과정에서 실제 어떻게 이루어지고 있는지를 분석하고 있다. 성주류화의 핵심적인 내용은 정책과정에서 성관점(gender perspective)이 통합되는 것으로, 여성주의적 개념인 젠더와 평등이 정책의 근거로 사용되는 것을 의미한다. 본 연구는 2000년대 초반에 만들어진 우리나라의 대표적인 적극적 조치인 양성평등채용목표제와 국공립대 여성교수 채용목표제를 연구대상으로 하여, 정책과정의 주요 요소인 정치적 기회구조, 정책행위자와 정책네트워크, 정책도구와 이것들이 만들어내는 동학에 대한 분석을 하였다. 주요한 연구결과는 양성평등채용목표제는 성인지적 정책네트워크의 부재와 인사정책의 양성평등 원칙을 담아내지 못한 약한 정책도구가 사용됨으로써, 평등개념을 성비균형으로 이해하는 방식으로 정책이 만들어졌다. 반면에 국공립대 여성교수채용목표제는 성인지적 정책행위자들이 정책과정에 개입하여 정책네트워크를 형성하고, 인사정책의 근간인 교육공무원법에 양성평등한 인사정책의 원칙을 담은 법조문을 신설함으로써, 차별에 대한 시정으로서 적극적 조치의 정당성을 담은 평등개념을 정책 안에 반영시켰다. 본 연구의 결과는 앞으로 정책영역에서의 성관점 통합이라는 성주류화의 과제는 과연 제도 안에서 여성주의적 정치성이 그대로 보존되어야 하고 그럴 수 있는지, 정책이 만들어지는 제도 영역은 탈정치성을 지향해야 하는 것이 아닌가라는 역설적인 질문들에 대한 해결 과정이 될 것임을 시사하고 있다.
Abstract
This article examines the gender politics of the policy formation revolving around the concepts of gender and equality through analyzing the two cases of affirmative actions for public officers and women professors in the national universities. The research scrutinizes political opportunity structure, policy tools such as revision or enactment of laws, and policy network as the determining factors producing different policy outcomes of the two actions. The case of the affirmative action for public officers which adopted the concept of equality as numerical balance between men and women could not preserve the feminist ideas of the concepts of gender and equality due to the lack of gender sensitive policy network and weak policy tools in the policy process. On the contrary, the case of women professors in the national universities shows that the involvement of feminist scholars' interest groups and women officers in the National Assembly and the political parties and national administration body shaped strong policy network and made new provision for recruiting and promoting women professors.
