여성주의 정책 패러다임 모색과 ‘성평등’

이 글에서는 여성정책이 ‘성평등’ 정책으로 자리매김하기 위한 장기적 비전과 목표로서 ‘성평등’을 어떻게 정책과정에 의미화하고 정교화시킬 수 있는지 대안적 정책 패러다임을 모색하고자 하였다. 구체적으로 2000년대 우리나라 여성정책의 성과와 한계를 검토하고, 이를 토대로 장기적 비전으로서 ‘성평등’의 의미 구성과 현실적 맥락에서의 전략을 논의하였다. 2000년대 이후 여성정책은 일종의 패러다임적 변화를 보여주고 있다. 정책의 대상과 영역을 확장시킨 성주류화 전략의 도입, 일과 가족의 분리된 정책범주를 연결시키는 돌봄(care)의 등장과 일과 가족이라는 정책의제의 도입, 정책과정에 여성운동이 참여하는 젠더 거버넌스이다. 이러한 변화는 가부장적 젠더 질서에 도전이 될 수 있는 여성 정책의 패러다임 전환을 위한 시도들로 볼 수 있다. 그러나 패러다임적 전환에도 불구하고 성평등이라는 정책의 목표는 명시적으로만 남아 있다. 또한 국가는 성주류화 전략의 추진과정에서 전문가-관료주의 모델을 채택하여 성주류화의 전환적 성격과 젠더 거버넌스의 의미를 퇴색시켰다. 이러한 여성정책 분석에 기초하여 이 글에서는 새로운 젠더 규범(gender norm)을 우리의 삶과 사회조직을 구성하는 원리로 제시하면서, 보편적 양육자(universal caregiver) 모델, 이인-부양자/이인-돌봄자(dual-earner/dual-caregiver) 모델을 여성주의 정책이 모색해야할 방향으로 제안하였다. 그리고 여성주의 정책과정에서 정책행위자들의 성찰적 토론과 담론의 정치가 중요함을 강조하였다. 이 글은 여성정책의 미래 전망에 대한 총론적 성격을 가지고 있어, 개별 정책에 대한 구체적 논의는 하지 않고 있음을 밝힌다.
Abstract
This paper attempts to discuss the way to give meaning and refine the concept of ‘gender equality’ in the policy process as the long term vision of feminist policy in South Korea. In doing so, this paper reviews the achievements and limitations of women’s policy in 2000s and discusses the meaning construction of ‘gender equality’ as the long term vision and strategy to achieve the feminist goal in the policy building. The women's policy since 2000s has shown a paradigm change with such policy efforts as the adoption of Gender Mainstreaming which expands target groups and scopes, care issue which is the key element of work and family policy agenda, and gender governance which enables women’s activism in the policy process. Those changes can be approached as paradigm change of women's policy which attempts to challenge the patriarchal social order. However, despite of the paradigm transformation, the policy goal of gender equality remains as nominal agenda. Also government chose the expert-bureaucratic model in the implementation process of the gender mainstreaming and tarnished the transformative nature of Gender Mainstreaming and meaning of gender governance. Based on the analsys of women's policy in South Korea, the paper will suggest the new gender norm as a principle to consist our daily lives and social organizations and propose universal caregiver model and dual-earner/dual-caregiver model as a new direction that current feminist policy should explore. And it stresses the importance of discourse politics and reflective discussion among policy actors in the feminist policy building. This paper focused on the general discussion of the future feminist agenda of women's policy and did not deal with the specific analysis on the individual policies.
