Abstract
This study applies survival analysis to evaluate the policy effects of follow-up measures in public institution performance evaluations, focusing on the duration of incentives and penalties. The policy intent is to encourage institutions to sustain performance improvements, making longer incentive durations and shorter penalty durations desirable outcomes. The findings show no significant difference in penalty durations by institution types. However, incentive durations were significantly shorter for public enterprises compared to quasi-governmental institutions. Moreover, quasi-governmental institutions exhibited a pattern where incentive durations exceeded penalty durations, aligning with the policy objectives. In contrast, public enterprises showed a significant difference only in the Wilcoxon test, which emphasized early changes-suggesting limited long-term impact of incentives. Considering that public enterprises receive larger incentives even at the same evaluation grade, these results highlight the need to revise the current differentiated incentive system by institution types. In addition, follow-up measures should also be restructured to support long-term management improvements and function as sustained motivational mechanisms.
