Abstract
This study empirically analyzed the factors influencing government evaluation grades, with a specific focus on public sector relations. In South Korea, government communication has been evaluated based on the Input–Output– Outcome(IOO) model, which has since been expanded to incorporate communication processes and performance indicators. Based on this framework, the study conducted a comprehensive analysis of five potential determinants of evaluation outcomes: context(e.g., legal mandates), input(e.g., human and financial resources), process(e.g., message strategies), output(e.g., communication products), and outcome(e.g., public engagement). The findings revealed four key insights. First, a higher level of institutionalization, indicated by the presence of legal provisions explicitly referencing communication or public relations, was positively associated with higher evaluation grades. Second, event-oriented content positively influenced evaluation grades by effectively encouraging public engagement. Third, high communication intensity—i.e., delivering large volumes of information at once—had a negative impact on evaluation outcomes. Fourth, communication pacing was most effective when maintained at a moderate frequency. To validate these findings, the study also examined the characteristics of agencies that received an A-grade in policy communication. These agencies consistently employed a strategy of delivering small but regular amounts of information, rather than overwhelming the audience with excessive content. This study contributes to the theoretical understanding of government communication in public sector evaluation and provides practical implications for developing effective communication strategies in government institutions.
