Abstract
Our study aims to analyze the ambiguity at the individual level, which concept has recently received the attention in public administration. More, we explore the PMS(Public Service Motivation)’s effect which is expected to moderate the negative effect from ambiguity. For this end, we constructed ambiguity such as role ambiguity, task ambiguity and goal ambiguity. Also, We divide PSM into commitment to compassion, self-sacrifice and commitment to the public interest and organizational effectiveness into six constructs. By analyzing the survey data, we find, first, that when ambiguity increases, the effectiveness decreases. Goal ambiguity negatively influences the job satisfaction, organizational commitment, job involvement, and performance orientation. Role ambiguity increase the stress and intention to leave. Among three ambiguity, the negative effect from goal ambiguity is the largest. Second, PSM reveals weak and contrasting role of moderation.
