Abstract

This research aims to explore how diverse types of work motivation affect public officials’ job performance and how role ambiguity and job autonomy moderate these relations. Data were collected from questionnaire survey of public officials in the Statistics Korea, a central-level government agency. The results find that job performance is positively affected by the autonomy and intrinsic, extrinsic, and public service motives, while negatively affected by role ambiguity. In addition, role ambiguity and job autonomy are found to negatively moderate the relation between intrinsic motive and job performance. Findings suggest that public managers develop multiple motives-based strategies to improve employees’ job performance and diversify motivation strategies, depending on contingency factors such as employees’ needs and service periods. For employees with high level of intrinsic motive, role clarity will help improve their performance, but for those with low level of intrinsic motive, strong autonomy will be effective.
