Abstract
This study examined how the goal ambiguity affects organizational commitment, and the mediating effect of bureaucratic structure and the moderating effects of managerial positions. Using a structural equation model(SEM), the research analyzed survey data gathered from public officials working in 40 central government agencies in Korea. As a result, goal ambiguity has a negative effect on organizational commitment, and it varied defending on the dimensions of goal ambiguity. There was also a mediating effect through the Bureaucratic structure. In addition, the effects of each dimension of goal ambiguity is different depending on the managerial positions. These results provide the following implications. First, differences in the effect of dimensions of goal ambiguity provide information on what types of goals need to be specified to increase organizational commitment. Second, it suggests that administrative efforts to define the organization's mission and establish clear procedures can be a public managerial strategy to enhance organizational commitment. Third, the effects of goal ambiguity vary depending on the managerial level within the organization, implying that it is necessary to establish different HRM strategies according to one’s level within the hierarchy.
