지방자치단체의 정치 파워엘리트 권력구조연계망 분석 : 서울특별시 25개 자치구를 중심으로

초록

본 연구는 지방자치단체 특히 서울시 25개 자치구를 중심으로 지방의 정치파워엘리트를 분석한다. 특히 연줄(linkage)별로 구분하여 분석함으로써 분석의 체계성을 확보하고, 모듈화를 추가 분석함으 로써 지배세력의 지배력과 응집된 영향력을 분석하고자 한다. 이러한 분석을 위해 지역의 정치엘리트 들의 특성을 파악하고, 권력구조연계망 분석을 통하여 지역의 평균적인 연줄 사회 모습을 도출한다. 분석 결과, 서울 25개 자치구의 평균적인 연줄모습은 다음과 같이 나타났다. 지연에서는 평균적으로 호남지역이 우세하게 나타났다. 학연은 고등학교, 대학교, 대학원을 구분하여 분석하였는데, 각각 경기고, 방통대와 서울대(대학교), 연세대 외(대학원)가 우위에 있었다. 직연은 최초와 중간 경력과 직전 경력으로 분석하였으며, 각각 정당(최초･중간), 선출직과 개인사업(직전)이 우위에 나타났다. 이러한 연줄은 서울 25개 자치구 중 노원구, 강서구, 관악구, 강남구에서 특히 강하게 나타났다.

Abstract

This study aims to analyzes local political power elites in Seoul. It tries to look at the dominance and cohesiveness of the ruling power in terms of the linkages of region, workplace, and school ties. It shows that the characteristics of local political elites in Seoul are identified, and the average social appearance of the region is derived through the analysis of the power structure network. On average, the Honam region was dominant in regional linkage. School linkage was analyzed by dividing high schools, universities, and graduate schools, respectively, with Gyeonggi High School, Korea National Open University, Seoul National University (university), and Yonsei University (graduate school). Workplace linkage was analyzed with the first and middle and previous experiences, and political parties (first and middle), elected positions, and private business (directly before), respectively, were superior. Among the 25 autonomous districts in Seoul, these connections were particularly strong in Nowon-gu, Gangseo-gu, Gwanak-gu, and Gangnam-gu.
