재난기본소득의 논의가 기본소득에 대한 언론의 보도 태도에 미친 영향 : 재난기본소득 논의 이전과 이후의 기사 비교를 중심으로

초록

본 연구는 기본소득을 주제로 한 그간의 언론기사들을 토대로 코로나19로 인해 재난기본소득 논의가 등장하면서 기본소득에 대한 언론 보도에서 태도의 변화가 감지되는지 분석한다. 재난기본소득 논의의 전과 후를 나누는 기준일자로 ‘재난기본소득’이라는 용어가 언론에 처음 소개된 2020년 2월 26일을 선택하였으며, 분석을 위해 기준일자를 전･후로 각각 160개씩 총 320개의 기사를 표집하여 분석에 활용하였다. 연구 결과 코로나19 이후 재난기본소득 논의가 등장하면서부터 기본소득과 관련된 보도가 급증함은 물론, 기본소득이 더 자주 언급되는 기사들도 증가한 것으로 나타났으며, 기존에는 긍정과 부정의 대립적인 기사들이 주를 이루었다면 2020년 2월 26일 이후는 긍정･부정의 양극단의 기사들은 감소하고 긍정과 부정의 뉘앙스를 모두 담고 있는 중립적인 기사의 비중이 크게 늘어났음을 알 수 있었다. 본 연구 결과를 바탕으로 기본소득 언론 보도에서의 변화에 대한 다양한 함의를 도출하였다.

Abstract

This study is to analyze whether there is a change of media attitude toward Basic Income since the first wave of COVID-19 hit the nation and the idea of “disaster basic income” entered the public discourse in South Korea. Specifically, this study compares articles published before and after February 26, 2020 when the first article introducing and advocating for disaster basic income was published. 160 articles were randomly sampled for each of the period, giving a total of 320 articles to be analyzed. This study observes a sharp increase of the number of articles containing the keyword ‘basic income’ after February 26, 2020, as well as increased occurrences of the keyword per article, alluding to an increased overall interest in basic income by the media. While the articles were more polarized before COVID-19, containing either mostly positive or mostly negative views, after the reference date we observe a shift towards more neutral views about basic income, containing a balance of positive and negative views. Various implications were drawn in terms of the changes in media framing by the media based on the results.
