이승만 행정부 파워엘리트의 구성과 변화: 장･차관을 중심으로

본 연구는 이승만정부의 행정엘리트 구성을 지연, 학연, 직연의 사회적 출신배경을 중심으로 분석하 고, 3 시기별 변화를 비교하였다. 첫째, 지연은 영남･서울･충청 출신이 이승만정부 초기부터 3기까지 큰 영향을 차지하였다. 또한, 평안도 출신의 영향이 고르게 나타나고 있다. 둘째, 학연은 서울대와 경기 고 출신이 강한 영향력을 행사하고 있었다. 동시에 모든 시기에서 미국 컬럼비아대 출신이 상대적으로 약한 구조를 형성하였고, 반면 도쿄대, 교토대, 메이지대 등 일본출신들은 상대적으로 강한 구조를 형 성하고 있었다. 즉 학연의 하위집단은 미국출신 대학과 일본출신 대학들이 일정한 결속력을 유지하고 있음을 시사한다. 셋째, 직연의 경우 직전직연과 이후직연 모두 국회의원을 중심으로 하는 구조가 발견 되었다. 이는 행정부와 입법부 엘리트의 강한 연계성을 갖는 파워엘리트 이론의 증거로 볼 수 있다. 직전직연의 경우, 하위집단은 주로 국회의원, 일본고등문관시험 출신들이 일정한 결속력과 응집력을 지속적으로 유지하였다. 1기에서는 대한민국임시정부 출신들이 영향을 유지하였으나, 2기로 넘어오면서 영향력은 소멸되었다. 반면, 미군정청의 영향은 1기부터 존재하고 있으나 2기로 넘어오면서 상대적 으로 약한 영향력을 유지하였다. 2기 이후부터 내무부를 중심으로 하는 강한 하위집단을 형성하였고, 이후 자유당 및 지방의 도지사(경상남도)와 강한 네트워크를 유지하였다. 이후직연의 경우 하위집단은 주로 국회의원, 내무부 출신들이 일정한 응집력을 지속적으로 나타내고 있다. 1기 이후부터 내무부는 국회의원과의 지속적인 하위집단이 형성되어 이승만정부 전체에서 영향을 행사하였다. 2기 이후부터는 삼성물산을 비롯한 경제계와 중앙일보를 중심으로 하는 언론계와 하위집단 형성을 확인할 수 있다. 이 러한 분석결과는 박정희 정부로 연계되는 행정엘리트의 응집성과 지속성을 가진 하위집단 형성으로 볼 수 있는데, 내무부를 비롯하여 국무총리, 경제계, 언론계, 국회의원, 경제기획원 등의 응집력이 강한 네트워크를 확인할 수 있다.
Abstract
This study aims to analyze the configuration of administrative elites under Lee Sungman government in terms of social backgrounds, including region, school, and job ties among ministers and vice-ministers. First, on regional ties, Youngnam, Seoul, Chungnam regions had higher ratio among administrative elites, and Pyungahn Province had consistent portion along the entire period. Second, on school ties, Seoul National University and Kyonggi High School had strong influences. Also, the US universities including Columbia University and Japan universities including Tokyo National University, Kyoto University, and Meiji University show separate and strong cohesive network structure. Third, on before-job and after-job interlocks, there was strong linkage between National Assembly and Executive cabinet, which support for the formation of cohesive power elites. On before-job interlocks, members of National Assembly and senior civil servants under Japanese imperial government maintain steady cohesive cluster among administrative elite. However, members from ROOK Improvisational Government diminished its influence after phase 2 of Lee Sungman government. On after-job interlocks, members of National Assembly and Minster of Interior maintained strong cohesive ties along the entire period. After phase 2, business sector including Samsung Company and press sector including Chungang Newspaper emerged a new cohesive ties among administrative elites society. This power elite linkage among National Assembly, executive cabinet, business sector, press sector paved the road to initiate the foundation to develop next Park Jeonghee government.
