Abstract
Despite its growing global prominence, diversity still lacks a systematic framework. This article exposes the categorical limits of Korea’s multicultural and cultural‑diversity discourse and advances an intersectional redefinition. Categorical approaches foreground inter‑group differences yet overlook intra‑group variation, complex identities, and the intersecting axes of discrimination they generate, reducing diversity to demographics and detaching it from equity and inclusion. To bridge these gaps, this article offers the D‑OEI model—three interlocking pillars of Openness, Equity and Inclusion—which (1) expands narrow multiculturalism to an intersectional, multidimensional lens; (2) shifts policy approaches from segmented to comprehensive ones; and (3) reframes head‑count rhetoric into integrated governance in which openness, equity, and inclusion operate concurrently. By bridging international DEI norms to Korean contexts, the D‑OEI framework offers a rigorous theoretical lens and an actionable basis for research, policy design, organizational practice, and the measurement and management of diversity outcomes.
