벨기에 정치는 다수의 정당이 연합하여 연립내각을 구성하는 전통이 이어져 왔다. 통상적으로 연립내각은 의석수가 가장 많은 제 1정당이 주선하여 비교적 의석수가 많은 정당이나정치적 이념이 유사한 정당들을 연계하는 방식을 취하지만, 이 가운데 민주주의 가치에위배되는 극단주의 정당은 배재하는 코르동 사니테르(Cordon sanitaire) 원칙을 적용한다. 벨기에 주류 정당들은 과거 대법원에서 인종차별 판결을 받았던 극우정당인 플람스 블록(VBk) 과 플람스 블록의 후신인 플람스 이익(VB)에 대해 코르동 사니테르를 적용한다. 그런데선거에서 플람스 이익의 득표율이 높아지고, 2024년 연방선거에서 플람스 이익이 의석150석 가운데 20석을 차지하여 제 2정당으로 부상하면서 코르동 사니테르 유지의 정당성논쟁이 부상하고 있다. 코르동 사니테르 지지론자들은 민주주의 가치를 지키기 위해 반민주적극우 세력의 집권을 막아야 한다는 입장인 반면, 코르동 사니테르 반대론자들은 민주주의적선거에서 다수의 국민이 지지하는 정당을 배제하는 것이야말로 비민주적이라고 주장한다. 코르동 사니테르 찬반 논쟁은 역설적으로 플람스 이익의 존재감을 강화시키고, 국민들사이에 플람스 이익을 진정한 야당으로 각인시키는 결과를 만들고 있다.
Abstract
Belgium has a tradition of forming coalition governments through alliances among political parties. Typically, such coalitions are initiated by the party with the largest number of parliamentary seats, which seeks to align with other sizable or ideologically similar parties. However, a notable feature of Belgian coalition politics is the application of the cordon sanitaire principle, which excludes extremist parties deemed incompatible with democratic values. Mainstream Belgian parties have applied this principle to the far-right Vlaams Blok (VBk)—a party previously convicted of racism by the Supreme Court—and its successor, Vlaams Belang (VB). Recently, the rise of far-right parties has intensified, and in the 2024 federal elections, Vlaams Belang secured 20 out of 150 seats, becoming the second-largest party. This development has sparked renewed debate over the legitimacy of maintaining the cordon sanitaire. Proponents argue that it is essential to safeguard democracy by preventing anti-democratic forces from gaining power, while critics contend that excluding a party duly elected through democratic means is, in itself, undemocratic. Paradoxically, the controversy surrounding the cordon sanitaire has amplified the visibility of Vlaams Belang, reinforcing its image among voters as the true opposition party.
