초록

이 논문은 6자회담이라는 기존의 국제규범과 관련한 다자적 제도화 논의들을 중심으로 동북아 국가들의 인식과 정책을 다루고 있다. 또한 6자회담의 제도화를 위한 그간의 노력, 성과 그리고 제도적 한계점 등도 살펴보았다. 이런 현실을 고려하여 유럽에서의 다자적 제도화를 가능하게 했던 초기 조건들에 대한 고찰을 토대로 6자회담의 다자적 제도화를 가능하게 하는 결정요인들을 도출해 보았다. 유럽의 경험은 다자간 안보협력의 제도화는 지속적으로 보완발전시켜 나가는 과정이지, 실효성과 법적 구속력을 높은 수준으로 갖추기는 어렵다는 점을 실증하고 있다. 실효성, 포괄성, 제재 체계의 불안정성, 상호존중성, 공개성 등의 측면에서 살펴본 유럽에서의 다자간 안보협력체제의 제도화의 경험은 동북아 수준의 6자회담의 제도화에도 적지않은 정책적, 이론적 함의를 주고 있다. 동북아 국가들의 인식과 정책을 토대로 판단해 볼 때 6자회담의 다자적 제도화와 관련해서는 북한의 적극적인 참여여부가 가장 중요한 변수다. 단기적으로 6자회담의 다자적 제도화로의 진전은 북미 관계 정상화가 선행되어야 할 것으로 보이며, 핵문제 외 인권문제가 6자회담의 다자적 제도화로 나아가는 데 있어 중요한 도전과제가 될 것이다. 6자회담의 진전은 핵문제 외에도 인권문제, 경제협력 등의 진전을 수반하게 될 것이므로 제도화 가 진전될 경우 동북아차원뿐 아니라 북한 체제전환에도 커다란 영향을 미칠 것으로 예상된다. CSCE 규범체제가 동구 사회주의 국가들의 체제변화에 심대한 영향을 미쳤듯이 동북아 차원의 다자적 규범틀이 형성될 경우 이를 준수하고 실행하기 위해서는 북한의 개혁과 개방이 수반될 수 밖에 없다. 북한의 동북아 다자간 안보협력체제에의 편입은 체제 안전보장, 민주주의 진영과의 교류협력으로 서구적 근대화의 촉진, 경제통합으로 인한 경제개발 등의 효과를 기대할 수 있다.

Abstract

This thesis deals with the perspective and positions of Northeast Asian countries focusing on the discourses of the multilateral institutionalization related to the Six-Party Talks (6PT). This thesis examines the efforts that have been made so far to institutionalization the Six-Party Talks, identifies the institutional limits and assesses the results. Considering the reality in Northeast Asia (NEA) and based on a study of the initial conditions that enabled multilateral institutionalization in Europe, the author identifies decisive factors that would make possible the multilateral institutionalization of the 6PT in NEA. European experience proves that the institutionalization of multilateral security cooperation is a process of supplement and development. It also reveals the difficulty of attaining a high-level of efficiency and legal binding force of such multilateralism. Experiences for the institutionalization of the multilateral security cooperation system in Europe—which were examined in terms of efficiency, comprehensiveness, instability of the sanctioning system, mutual respect and openness—provide substantial implications at the policy and theoretical levels for the possible institutionalization of the 6PT in NEA. As progress of the Six-Party Talks will come with progress in the human rights and economic cooperation issues—let alone the nuclear issues—one can expect that the institutionalization of the 6PT would have a substantial influence not only on the region, but on North Korea’s system itself. As the normative system of the Conference for Security and Cooperation in Europe (CSCE) had a considerable systemic-level influence on the Eastern European socialist states, reform and opening must accompany North Korea for it to be able to observe and implement any framework of multilateral norms established in NEA. If North Korea were incorporated into a multilateral security cooperation system in Northeast Asia, it could expect greater security for its system, promotion of western modernization through exchanges and cooperation with the democratic camp, and economic development through greater economic integration.
