Abstract

This paper critically reviews the relationship between information technology(IT) and development of developing countries, and then draws out implications for the South Korean development assistance to North Korea. In order to achieve this aim, this paper examined regarding the relationships between IT and economic and political development and based on this examination, critically reviewed two cases. One is IT ODA (official development assistance) which being carried out by developed countries in the context of IT impact on the economic development of the developing countries. And the other is U.S. policy of License Exceptions for computer exports which adjusted in the context of IT impact on the political development of the authoritarian developing countries. Based on this analysis, this paper suggests some following implications for IT development assistance to North Korea. First, it needs to assistance considered economic and cultural basis of IT utilization, and the will of the government and its strategy. Second, it should be reflect what is North Korea's needs and demands in recipient country perspective. Third, it need to careful and gradual approach to the distinctiveness of North Korean regime. Fourth, it should be beware overoptimism, that is IT impact on democratization of North Korea. Finally, it should be beware the South-South conflict between conservative and progressive views around the democratic potential of IT.
