본 논문은 북한의 정치엘리트 중 2009년 현재 김정일의 근접에서 당․군․정 두 곳 이상 겸직하거나 그 경력을 가지고 주요 정책 결정과 집행에 영향력을 행사하며, 후계체제와도 긴밀히 관련된 것으로 추론되는 고위직 정치엘리트들을 ‘집권엘리트’로 개념화하고, 정치엘리트 이론과 네트워크 분석 방법론에 따라 ‘북한의 집권엘리트와 네트워크’를 분석하여, ‘Post 김정일시대 집권엘리트 구조’를 전망하였다. 첫째, 2009년 김정일의 ‘현지지도’와 ‘연회정치’ 등에 근거한 근접성과 존속, 그리고 북한체제 운영에 핵심 직책, 겸직/이력 상황에 기초해 2009년 북한의 집권엘리트를 밝혔다. 둘째, 중첩성과 지속성이라는 분석도구를 활용하여 북한 집권엘리트의 네트워크를 분석하였다. 중첩성은 혈연․학연․세대연의 중첩과 당․군․정 겸직에 기초하여, 지속성은 ‘당․군․정’ 권력을 가진 집권엘리트의 임기/경력 기간에 기초하여 규명하였다. 셋째, 북한 집권엘리트의 네트워크에 기초하여 Post 김정일시대 집권엘리트 구조를 전망했고, 마지막으로 2009년 헌법개정과 Post 김정일시대 집권엘리트 구조를 전망하였다. 결론에서는 집권엘리트 구조의 변동 가능성과 후계체제 양상을 다루었다. 이 분석에 따라 Post 김정일시대를 전망할 때, 가장 유력 한 체제는 ‘상징적 수령’으로 김정은의 카리스마를 구축하는 과정에서, 현 집권엘리트가 ‘실질적 집단지도 체제’로 국정을 운영하는 ‘1인권위와 집단지도의 공 존체제’일 것이다.
Abstract
This article examines the centralized elites of political power, their networks and the prospects of post-Kim Jong-Il’ period in North Korea. Chapter 2 deals with fundamental notion, theory and methodology: centralized elites of political power, elite theories, and network analyses. Chapter 3 seeks to estimate relations between Kim Jong-Il and the centralized elites of political power in 2009. Chapter 4 looks into the network of them. Chapter 5 is outlooks for the centralized elites of political power in post-Kim Jong-Il’ period. Chapter 6 deals with potentialities of the network changing and scenarios of North Korean regime in post-Kim Jong-Il’ period with a summary.
