Abstract
The origin of national elite disunity lies in the process of nation-state building and the manin consequence of elite disunity is regime instability. Failure to see this has led previous studies to exaggerate unity of national elite without considering the historical path through which elite factions grow. This study transcends traditional dichotomy between the party and the military to explain extraordinary regime stability in North Korea. We analyze data on position shifts of 354 Central Committee members of Worker’s Party of Korea among state institutions and suggest a functional division of labor between Kim Il Sung’s inner circle in the military and Kim Jong Il’s inner circle in the party. Results demonstrate that the position-shift network among state institutions developed into a cohesive form that enabled Kim Il Sung’s inner circle to integrate its personnel into the military and Kim Jong Il’s inner circle into the party. In short, Kim Il Sung’s inner circle and Kim Jong Il’s inner circle flow through the position-shift network that prevents the two from expanding its reach to the other’s political base and thus contributing to regime stability in North Korea.
