본 연구의 목적은 북한 정치엘리트에 대한 분석을 통해 김정은 정권의 안정성과정책적 정향을 밝히는 것이다. 정치엘리트의 범위는 당 중앙위원회 위원급 이상과행정기관의 장관급 이상으로 하였다. 정치엘리트의 특성은 연령구조, 전문경력, 겸직을 중심으로 분석하였으며, 중국과의 비교를 통해 그 의미를 밝히고자 하였다. 연구를 통해 얻은 결론은 다음과 같다. 첫째, 정치엘리트가 지나치게 노령화되어있으며, 이는 김정은의 권력이 구 엘리트에 의해 포위되어 있다는 것을 보여준다. 둘째, 군부의 비중이 지나치게 높은 것으로 나타났는데, 이는 북한의 대내외 정책이기존의 경직성에서 탈피하기 어렵게 만드는 요인이 될 것이다. 셋째, 당 위주의중앙 집중적인 권력체계를 보이고 있는데, 이는 행정의 효율성보다는 통제와 관리에중점을 두고 있다는 것이다. 넷째, 엘리트 충원에서 정치적 연고나 충성심이 결정적인 것으로 작용하고 있는데, 이는 현대의 복잡하고 전문화된 국가 경영에 부응하기어려울 것으로 보인다.
Abstract
The purpose of this study is to understand the stability and political orientation of the Kim Jong-un regime through analysis of the North Korean political elite. The category of the political elite is higher than the membership level of the party's central committee and the minister's level. The characteristics of the political elite were analyzed based on age structure, professional experience, and job positions, and attempted to understand its meaning through comparison with China. The characteristics and political significance of the North Korean political elite obtained through the study are as follows. First, the political elite is too old, showing that Kim Jong-un's power is surrounded by the old elite. Second, the proportion of the military was found to be too high, which would make North Korea's internal and external policies difficult to escape from the existing rigidity. Third, it shows a centralized power system centered on the party, which focuses on control and management rather than on administrative efficiency. Fourth, political ties or loyalty are playing a crucial role in recruiting elites, which seems unlikely to meet modern, complex and specialized state management.
