Abstract

This paper examines how the protracted Russia–Ukraine war and intensifying U.S.–China strategic rivalry are reshaping the international order into a contest between a “rules-based order” and competing narratives of multipolarity. It analyzes China’s foreign policy shift under Xi Jinping—strengthening “discourse power” through concepts such as Chinese-style modernization, a community with a shared future for mankind, and “new-type international relations,” alongside global initiatives (e.g.. GDI, GSI, GCI). The study also highlights Beijing’s efforts to deepen partnerships with Russia and broaden alignment with BRICS, the Shanghai Cooperation Organization, and the Global South, including moves to diversify economic cooperation and reduce reliance on U.S.-centric mechanisms. Against this backdrop, the paper assesses the apparent consolidation of DPRK–China–Russia ties following DPRK–Russia treaty upgrades and expanding military cooperation, as well as signs of DPRK–China rapprochement. It argues, however, that trilateral cooperation faces structural constraints: historical mistrust, diverging strategic interests, asymmetric economic and military capabilities, and different priorities on the Korean Peninsula. The paper concludes that DPRK–China–Russia cooperation is better understood as situational, interest-driven alignment rather than a fully institutionalized alliance, and recommends that South Korea pursue a national-interest-based, pragmatic strategy—sustaining the ROK–U.S. alliance while maintaining strategic communication with China and Russia to expand diplomatic space and mitigate peninsula risks.
