본 연구는 우크라이나 전쟁 이후 북·중·러 삼각 공조의 유인과 한계를 심층 논의하였다. 현재 북·중·러 삼국은 미국의 압박에 대응하기 위한 상호 협력의 필요성에 공감하고 있다. 중국은 미국의 패권에 도전하며 북·러와의 협력을 통해 동아시아 및 세계 무대에서 영향력을 확대하고자 한다. 러시아는 우크라이나 전쟁으로 인한 서방의 제재를 무력화하고 전쟁 물자를 조달하기 위해 북·중과의 협력을 강화하고 있으며, 북한은 국제사회에서의 고립을 탈피하기 위해 중·러와의 관계를 공고히 하고자 한다. 그러나 이들 세 나라는 역사적으로 형성된 뿌리 깊은 불신과 상이한 전략적 목표를 가지고 있다. 중국은 북한의 핵 개발과 러시아의 우크라이나 침공에 따른 여파가 중국의 국제적 리더십 제고에 부정적 영향을 미칠 것을 염려하고 있다. 러시아는 중국의 급격한 영향력 팽창에 대해 우려하고 있으며, 북한은 두 강대국의 대북 영향력을 최소화하려는 자주적인 외교 노선을 유지하고자 한다. 이러한 북·중·러 삼국의 상충된 이해관계는 삼각 공조의 장기적인 지속 가능성에 의문을 제기한다. 본 연구는 북·중·러 삼국의 협력과 갈등의 역사적 맥락, 그리고 각국의 대외전략 기조와 상호 인식을 분석하고, 이를 기반으로 삼국의 전략적 협력이 얼마나 지속될 수 있을지에 관해 논의한다. 이상의 논의를 통해 본 연구는 미국의 북·중·러에 대한 압박이 삼각 공조의 주요 유인으로 작용하고 있지만, 상호 간 내재된 불신과 상충된 이해관계가 장기적인 협력의 한계로 작용할 것임을 밝힌다.
Abstract
This study provides an in-depth analysis of the motivations and limitations of North Korea–China–Russia triangular cooperation following the Ukraine war. Currently, North Korea, China, and Russia agree on the necessity of mutual cooperation to counter U.S. pressure. China is challenging U.S. hegemony while seeking to expand its influence both in East Asia and on the global stage through its cooperation with North Korea and Russia; Russia is strengthening its cooperation with North Korea and China to neutralize Western sanctions and procure war materials for the Ukraine war; and North Korea aims to solidify its relationships with China and Russia to escape international isolation. However, these three countries have a historically deep-rooted mistrust and differing strategic goals: China worries that North Korea’s nuclear development and the aftermath of Russia’s invasion of Ukraine could negatively affect its elevation to international leadership, while Russia is wary of China’s rapidly expanding influence, and North Korea seeks to maintain an independent diplomatic stance to minimize the influence of these two powers on its affairs. These conflicting interests raise questions about the long-term sustainability of their triangular cooperation. This study analyzes the historical context of cooperation and conflict among North Korea, China, and Russia, examines each country’s foreign policy principles and mutual perceptions, and discusses the potential duration of their strategic cooperation. Through this analysis, the study reveals that, while U.S. pressure on North Korea, China, and Russia acts as a major factor in their triangular cooperation, the inherent mistrust and conflicting interests among them pose limitations to long-term collaboration.
