본 연구는 최고지도자가 아닌 엘리트가 정보 불균형 해소 관점에서 지역 현장 점검을 위해 찾는 관행화된 행위인 ‘현지료해’를 방문지 수에 기반한 시, 군 패널데이터로 구축한다. 이후 추세와 정치적 함의를 분석하고 활용 가능성을 제시한다. 현지료해는 김정은 시기 이후 내각책임제 강화 아래 경제 분야 관리 측면에서 최고지도자의 현지지도와 보완적 성격을 가진 것으로 이해되었다. 본 연구는 2011년부터 2024년까지 로동신문에 보도된 현지료해 관련 기사의 수와 거기서 확인한 방문지 수를 바탕으로 데이터를 구축한다. 원자료 분석 결과, 현지료해는 경제 분야에 대한 통상적 점검이나, 긴급 상황 대응, 주요 경제 사업에 대한 성과 확보의 일환에서 주로 이뤄졌다. 이어 시･군, 도 수준에서 누적된 지역별 분포를 본 결과 방문지 수에 기반한 현지료해 빈도가 증가 추세를 보이면서 지역별로 편차가 존재하고, 현지지도 미실시 지역에서도 발생하는 것이 확인되었다. 이는 현지료해가 경제적으로 주요한 곳에 차등적으로 이뤄지며, 일정 위임된 권한 아래 특정 지역에서는 현지지도를 대체해 기능함을 시사한다. 본 데이터셋은 내각책임제를 비롯한 북한 정치체제 연구의 기초 자료로 기능한다. 또한 중앙의 관심 수준을 계량화함으로써 특정 지역이나 산업 부문에 대한 정책 편중과 그 효과 분석에도 활용할 수 있다. 향후 연구를 통해 이 데이터가 함의하는 정치적, 제도적 변화를 심층적으로 규명할 수 있을 것이다.
Abstract
This study constructs a city–county level panel dataset of ‘field inspections,’ a routinized practice in which elites—rather than the supreme leader—visit local sites to monitor economic performance and mitigate information asymmetries. The dataset is based on Rodong Sinmun reports from 2011 to 2024, coded by the number of articles covering elite inspections and their identified locations. Field inspections function as a complementary mechanism to the supreme leader’s ‘field guidance,’ particularly following the strengthening of the Cabinet-responsibility system under Kim Jong-un. Source analysis shows these main purposes: routine oversight of economic affairs, crisis response, and follow-up monitoring of major state projects. Subnational patterns show a steady rise in inspection frequency, notable regional disparities, and occurrences even where the supreme leader does not visit. These findings suggest differential allocation of field inspections to economically significant regions and a delegated oversight mechanism that may partially substitute for the supreme leader guidance. This dataset provides a foundational resource for studying North Korea’s political system and enables quantitative assessments of central attention, regional distributive biases, and associated economic effects.
