Abstract
This study examines the evolution of crisis response propaganda in North Korean state media under Kim Jong-un’s leadership, with particular focus on coverage of the October 2024 Pyongyang drone intrusion incident. Through comparative analysis of Rodong Sinmun and Korean Central TV(KCTV) coverage of the drone intrusion incident and the 2024 South Korea-U.S. joint military exercises, this research identifies a qualitative transformation in North Korea’s crisis communication strategy. The analysis applies a four-stage crisis response propaganda model that integrates Situational Crisis Communication Theory (SCCT), socialist propaganda theory, and sequence analysis methodology. Key findings reveal that North Korea employs differentiated responses based on crisis type: routine joint military exercises receive gradual, repetitive coverage emphasizing internal cohesion and political messaging, while the sudden drone intrusion incident prompted rapid evidence disclosure, direct leadership involvement, and intensive multi-media communication combining audiovisual materials with political narratives. Rodong Sinmun focused on ideological messaging and internal mobilization through high-ranking officials’ statements. Meanwhile, KCTV actively utilized visual evidence—drone photographs, flight path footage, and leadership inspection scenes—to amplify crisis awareness and immediate response capacity. The four-stage model—crisis formation, mobilization expansion, leadership demonstration, and internal solidarity reinforcement—systematically captures how North Korean state media orchestrate crisis narratives across temporal progression. This evolution reflects North Korea’s sophisticated adaptation to international pressure and emerging security challenges, incorporating modern communication techniques within traditional propaganda frameworks. The research demonstrates that North Korea’s crisis management has evolved from static, repetitive messaging to dynamic, multi-layered strategic communication. This changes integrates media-specific functions to strengthen regime legitimacy, internal cohesion, and external deterrence. These findings contribute to understanding contemporary North Korean political communication strategy and regime stability mechanisms.
