Abstract
This paper aims to forecast North Korea’s recently announced land reclamation goals. In December 2023, Chairman Kim Jong Un declared at the 5th Mothers’ Conference that “if the remaining tidelands are reclaimed, the food problem can be solved,” marking the full-scale launch of reclamation projects. North Korea had established a reclamation plan covering about 300,000 jeongbo (approximately 200,000 hectares) in the 1950s and has since reclaimed around 100,000 hectares. The remaining target area for reclamation is about 200,000 hectares, which the country plans to complete within the next six years. Following Kim Jong Un’s remarks, reclamation projects initiated in 2024 encompass a total of eight reclamation zones and sixteen specific projects. The eight reclamation zones are: Sinmido (8) and Chongju (7) in North Pyongan Province; Pyongwon (11) and Pungjong (13) in South Pyongan Province; and Daedong Bay (31), Haebang (32), Yangchon (40), and Banido (53) in South Hwanghae Province. The sixteen active projects include Seokhwa, Naejangdo, and Aedo in North Pyongan Province; Pyongwon and Pungjong in South Pyongan Province; and Daedong Bay Sections 1–6, Haebang, Yangchon, Yeonyeomdo, Gakhoedo, and Jeungsando in South Hwanghae Province. However, a review of reclamation progress since 2024 shows that only 8,224 hectares have been secured through the construction of seawalls out of a total target area of 47,479 hectares, and seawall construction has been completed in just seven project sites. As a result, it is estimated that it will take more than nine years to complete the ongoing projects, and finishing reclamation of the remaining 120,000 hectares within the planned period appears unlikely.
