Abstract
This paper defines the 21st-century world order as a ‘Neo-Imperial Order’ and analyzes the structural implications of Russia's global strategy, its policy toward the Korean Peninsula, and Russia–North Korea relations under this order. Unlike previous studies that focused on Cold War or neo-Cold War ideological confrontations or issue-specific analyses, this paper reinterprets Russia-North Korea relations as part of Russia’s broader strategy to construct a parallel, non-Western regional order. To this end, the study adopts the theory of the Neo-Imperial Order as its central theoretical framework, complemented by structural realism, strategic alliance theory, and regionalism theory. Methodologically, it employs a structure-agency approach, periodized structural comparison, and multilateral-bilateral structure analysis to examine how Russia’s strategic choices have integrated the Korean Peninsula and North Korea as core elements of a parallel regional order in Northeast Asia. In particular, Russia–North Korea relations are viewed not merely as bilateral cooperation but as the East Asian embodiment of a strategy for parallel structuring of non-Western networks and the pursuit of a multipolar world order. Based on these findings, the study provides theoretical insights and policy recommendations for South Korea’s foreign and security strategy.
