이 글은 기본적으로 9/11 이후 미국의 대테러정책에 대한 종합적 평가이다. 그리고 그런 평가는‘테러와의 전쟁’과 에너지 안보가 밀접하게 연계되어 있음을 조명했다. 이를 위해 먼저 21세기 글로벌 헤게모니 유지를 위한 미국의 외교정책의 이해를 위한 기본적인 분석틀을 제시했다. 둘째, 부시행정부의 핵심 이데올로기인 기독교 우파와 신보수주의의 배경을 설명했다. 그리고 새로운 세계질서라는 미명하에 미국의 테러와의 전쟁을 분석했다. 또한 새로운 세계질서의 의미는 곧 미국의 헤게모니 유지인데 이를 위한 중요한 두 축인 군사력과 달러화의 관계를 조명했다. 셋째, 테러와의 전쟁과 에너지 안보의 상관관계를 아프간전과 이라크전의 사례를 통해 분석했다. 끝으로 부시 행정부는 테러와의 전쟁에 대한 정당성 확보차원에서 정치적 민주주의와 경제적 신자유주의의 외교수사학적 표현을 사용했다.
Abstract
This paper is basically a synthetic evaluation on American counter terrorism policy since 9/11. And such evaluation illuminates that ‘war on terror’ and energy security were associated nearly. For this, this paper first presents a basic annalistic framework of American diplomatic policy for global hegemony in the 21th century. Second, this explains the background of right wing Christianity and neoconservatism which is a key ideology of the Bush administration. And this analyzes ‘war on terror’ for the purpose of new world order. Also, new world order means to maintain American global hegemony. To do this, two main pillars are both military strength and dollar as world reserve currency. Third, this paper explains relations between war on terror and energy security through both the Afghan and Iraq war. Finally, the Bush administration expresses diplomatic rhetoric such as political democracy and economical neo-liberalism for justification about war on terror.
