전망이론(Prospect Theory)과 미국 외교: 전망이론의 관점에서 본 미국의 반 테러전략과 한반도

초록

9∙11 테러공격이후 미국의 대전략은 테러와의 전쟁으로 요약된다. 냉전시대 억제전략과 탈 냉전이후 개입과 확산 전략의 뒤를 이어 대테러전략이 미국의 대전략이 되었다. 대테러전략은 일방주의와 선제공격을 전제로 한 것이다. 아프가니스탄과 이라크 침공 이후 미국 국내여론과 국제여론은 미국의 테러와의 전쟁에 대해 부정적으로 바뀌고 있지만 부시 행정부는 테러와의 전쟁의 강도를 높여가고 있다. 여론의 영향을 크게 받는 미국이 여론에 반하는 정책을 지속적으로 수행한다는 것은 매우 예외적인 현상이다. 본 논문은 전망이론이 제시하는 관점에서 부시 행정부의 대테러전쟁을 살펴보았다. 논문의 요지는 미국의 테러와의 전쟁은 위험추구적인 선택을 할 가능성이 높은 손실영역에서 시작되었다. 테러와의 전쟁이 갖는 내재적 모순으로 인해 미국은 더욱 깊은 손실영역에 위치하게 되었고 따라서 더욱더 위험도가 높은 선택을 지속하게 되었다.

Abstract

After September 11 terrorist attacks, U.S. took “war on terror” as the grand strategy, which was followed by deterrence in the Cold War and by engagement and enlargement in the Post-Cold War era. Unilateralism and preventive attack are main policies of war on terror. Even tough the invasion of Afghanistan and Iraq caused negative opinion in the population of US citizen and of the world, Bush administration has intensified the intervention of wars. This Bush’s choice is exceptional. The study analyzes this exceptional Bush’s foreign policy with prospect theory. In sum, war on terror was initiated as risk-seeking choice in loss frame. The problems of the policy of “war on terror” itself pushed Bush administration into deep loss frame where more risky choice are easy to be taken.
