The 9/11 terror was a major turning point in the history of Jihadism: It changed the course of history as well as the foreign policy of the U.S. The purpose of this article is to analytically describe how the two players, the U.S. and the Global Jihadists, interact, and to trace how this interaction escalates enmity and the level of conflict. In order to do that, this article will be divided into three parts: The first phase (1991~2000), which is prior to 9.11; the second phase(2001~2009), 9.11 henceforth, with the Bush Administration; and lastly(2009~2017), the Obama Administration.
