지방자치시대가 시작되고 민선시장 임기에 따라 서울시의 공원녹지 정책도 함께 변화하였다. 이에 이 연구는 민선자치가 시작된 1995년 이후부터 현재까지 약 25여년의 서울시의회 회의록 분석을 통해 도시공원 관련 논의와 주요 쟁점을 확인하였다. 먼저, 서울시 정책 및 조직변화를 검토를 통해 전체 흐름을 파악하였으며, 서울시의회 회의록 중 푸른도시국 관련 위원회의 전자회의록 텍스트 데이터를 수집하여 분석에 활용하였다. 분석결과, 첫째, 전체의 흐름이 유지되기보다 서울시장의 역점사업에 따라 각 시기별 주요 시책이 공원녹지정책에 많은 영향을 끼치고 있는 것을 확인하였다. 둘째, 모든 시기에 공통적으로 높은 비중으로 출현하는 단어는 서울시의회의 주요 업무 중 하나인 ‘예산’으로 공원녹지 조성 및 유지관리를 위해서는 매우 중요한 이슈이며, 셋째, 시기별로 변화하는 이슈에 따라 다양한 논의가 이루어지고 있으나 장기적인 전략이 필요한 부분에 대한 고민은 미흡함을 확인하였다. 이 연구는 도시공원을 다룬 의회 회의록만을 대상으로 분석하여 해석이 풍부하지 못하다는 한계점이 있으나, 실제 공원 조성 및 유지관리에 주축이 되는 행정의 시기별 쟁점 변화를 고찰하였다는 데 의의가 있다.
Abstract
With the beginning of the era of local autonomy systems in South Korea, the Seoul’s park and green spaces policy also changed according to the terms of office for popularly elected mayor. This study confirmed the discussion and major issues on urban parks through the analysis of the minutes of the Seoul Metropolitan Council for about 25 years, since 1995 up to present day. First, the entire flow was grasped through the review of the Seoul Metropolitan Government's policy and organizational changes, and the text data of the electronic meeting minutes of committees related to the Green City Bureau were collected and used for analysis. As a result, first, rather than maintaining the overall flow, it was confirmed that major initiatives for each period had a significant impact on the park's green area policy according to the Seoul mayor's emphasis project. Second, the word "budget," one of the main tasks of the Seoul Metropolitan Council, is a very important issue for the creation and maintenance of park green areas. Third, it was confirmed that although various discussions were taking place depending on the changing issues of each era, but, concerns about long-term strategies have been found to be insufficient. This study has the limitation that the interpretation is not abundant by analyzing only the minutes of the council meeting dealing with urban parks. However, it is meaningful to consider the changes in the administrative, which is the main role of the park's construction and maintenance.
