대한민국은 민주공화국이다. 우리는 지금까지 ‘민주’에 대해서는 많은 관심을가져왔지만, ‘공화국’에 대한 성찰이 부족하였다. 공화국을 유지하는 핵심 요소 중의 하나는 애국심이다. 그러므로 우리는 진정한 공화국을 수립하기 위해서 애국심에 관심을 가져야 한다. 비롤리(M. Viroli)는 민족주의와 결별한 공화주의적 애국심을 주장하였다. 공화주의적 애국심은 생래적인 조국에 대한 사랑이 아니라, 공동선과 자유를 추구하는 정치적 조국에 대한 인위적 사랑이다. 공화주의적 애국심은헌법적 애국심과는 달리 보편적이고 추상적인 정치적 이상과 원리에 대한 사랑이아니라, 독특한 역사와 전통, 문화를 가진 특정한 국가에 대한 사랑이다. 또한 공화주의적 애국심은 시민의 자유와 행복을 보호해주는 좋은 법과 정치 제도에 대한사랑으로서, 자기애 또는 가족애가 국가와 동료 시민으로 확대된 열렬한 감정이다. 공화주의적 애국심이 추구하는 비지배로서의 자유는 애국심이 도덕적 가치로부터일탈하지 않고 인류의 보편적 도덕 가치와 부합되도록 하는 규제적 역할을 한다. 비롤리는 이러한 애국심을 가진, 즉 시민적 덕성을 갖춘 시민의 부활을 강조하고있다. 공화주의적 애국심의 연구와 실천은 우리 헌법에 언급된 ‘민주공화국’을 온전하게 구현하는 데 기여할 수 있으리라 판단된다.
Abstract
This study reviewed the patriotism propounded by M. Viroli. According to him, it was traced back at least to the era of the Roman Republic. It has been used for a long time to strengthen or invoke the love of political institutions and the way of life that sustain the common liberty of a people, that is the love of republic. Republic is patria(fatherland), which means not the place in which we were born, but a free state of which we are members and whose laws protect our liberty and our happiness. In this reason, it is known the patriotism without nationalism, and the love for father1and is not a natural sentiment but an artificial passion. The liberty as non-domination, which was claimed as the true political liberty by the theorists of republicanism, plays the role of regulative principle to prevent the patriotism being deviated from the universal values of humanity. Viroli suggests three ways to revive the patriotism among people in contemporary democracies: making the just republic, memory and commemoration for the history and participation in civic self rule. I think the republican patriotism could be accepted as the bases of agreements from both the conservatives and the progressives in Korean society which is experiencing the severe ideological conflicts
