민주주의의 발전 과정에서 정치교육의 중요성은 매우 높으며, 2020년 공직선거법 개정으로 18세 청소년에게 선거권이 주어지면서 그 중요성이 더욱 강조되고 있다. 한국의 정치교육은 학교의 공교육, 국회의정연수원이나 선거연수원과 같은 국가기관, 민주화운동기념사업회와 같은 공공기관과 시민사회 등을 통해 이루어지고 있다. 하지만 입시위주의공교육 환경, 정치교육 기회의 부족, 관련 입법의 미비 등으로 인해 체계적인 교육과 지원이 부족한 상황이다. 이에 이 논문에서는 한국의 정치교육 현황과 주요국의 정치교육을 살펴본 뒤 국회에서의입법논의를 검토한 후 다음의 개선방안을 제시하였다. 첫째, 다양한 정치교육 프로그램의 개발과 보급이 필요하다. 둘째, 평생교육으로서의 정치교육 체계를 마련할 필요가 있다. 셋째, 관련 입법을 통한 체계적인 정치교육 지원제도를 마련해야 한다. 넷째, 시민들이 정치에 관심을 갖고 참여할 수 있는 정치 환경을 마련하는 것이 중요하다.
Abstract
Political education is very important in the development of democracy, and theimportance of civic education is getting bigger in Korea. Political education inKorea is achieved through public education in schools, state institutions suchas National Assembly Training Institutes and Korean Civic Education Institutefor Democracy, public institutions such as the Korea Democracy Foundation,and civil society. However, there is a lack of systematic education and supportdue to the entrance examination-oriented public education environment, thelack of political education opportunities, and the lack of related legislation. In this paper, I analyzed the current status of political education in Korea and thelegislative discussions in the National Assembly. And it proposed improvement measuresfor the activation of political education in Korea. First, it is necessary to developvarious political education programs. Second, it is necessary to establish a politicaleducation system as lifelong education. Third, a systematic political education supportsystem should be established through legislation. Legislation of the Democratic CivicEducation Support Law is needed. Fourth, it is important to create a political environmentin which citizens can take an interest in and participate in politics
