선거법 개정으로 18세 청소년이 선거권과 피선거권을 갖게 되면서 학교에서의 정치교육에 대한 관심이 높아지고 있다. 이와 발맞추어 우리 사회에 만연한 시민들의 정치적 무관심과 혐오를 극복하고 스스로를 정치의 주체로 인식하는 시민교육의 중요성도 강조되고 있다. 그러한 변화의 수단으로, 스스로를 유권자로 인식하고 자신을 둘러싼 정치의 의미를 이해하고 실천하는 모의선거가 주목받고 있다. 해외의 많은 나라에서 모의선거를 적극적인 정치교육의 방법으로 활용하여 실제적인 시민교육의 효과를 거두고 있다. 본 연구에서는 모의선거를 실시해 본 우리나라 학교를 사례로 학생들의 모의선거 참여 경험의 정치적 태도 함양 효과에 대해 검증해보고, 모의선거를 경험한 학생들의 이야기를 들어보았다. 향후 우리나라도 제반 여건이 정비되어 모의선거를 시민교육의 방법으로 적극적으로 활용할 수 있어야 할 것이다.
Abstract
The election law was amended so that 18-year-olds received the right to vote. Along with this, the political education of schools must also change. Political education, which simply acquires knowledge, has limitations in cultivating political attitudes as citizens. Mock elections are proposed as a way to cultivate more practical and realistically required political functions and attitudes. Advanced democratic countries are using mock elections as a method of active political education to achieve practical civic education. In this study, a case of a school that conducted a mock election was presented. This study verified the effects of students' participation in mock elections towardsn fostering political attitudes. Although there was no statistical significance in the results of the study, it was possible to know what the mock election experience means through interviews with the participants. In the future, Korea should also be able to actively utilize mock elections as a method of civic education by improving various conditions.
