국방과학기술혁신 촉진법안의 쟁점사항과 개선 방안

Abstract

Recently, the Ministry of National Defense has been promoting the establishment of the National Defense Science and Technology Innovation Promotion Act in order to establish a legal basis for promoting defense science and technology innovation. This is the result of the consensus that current defense research and development for the acquisition of the current weapons system based on Defense Acquisition Program Act is limited to improve the capacity of defense science and technology innovation. However, the Defense Science and Technology Innovation Promotion Act, which was initiated in October 2018, contains various issues that may hinder the achievement of the goal of promoting the defense science and technology innovation capacity or weaken the government's procurement stability of the weapons system. In this paper, the major issues of the Defense Science and Technology Innovation Promotion Act were diagnosed and improvements were made for each issue so that the purpose of enacting the law could be faithfully achieved. It is expected that the law will be prepared in the direction of resolving the point of issue through sufficient discussion in future legislation process through this paper.
