Abstract
Sweden's neutrality policy has always been aiming at securing its security against neighboring strong states. Since the late 19th century, when the country began to achieve rapid socio-economic development, Sweden has pursued neutrality actively and pragmatically as a balancing strategy designed to defend its prosperity. Major characteristics of Sweden's neutrality policy include the followings: 1) it is pragmatic, flexible, and active, 2) it is armed neutrality based on the country's strong military capabilities for self-defense, and 3) it is based on a high level of international trust. Sweden's neutrality policy is now in the process of evolution, since the country has joined the European Union(EU). With the advent of post cold war era and the deepening of economic integration, Sweden's neutrality policy is being transformed. Despite this change and transformation, the effectiveness of the policy is kept intact by maintaining military neutrality, strategic flexibility, and balancing strategy. As a 'small leader of EU,' Sweden has made significant accomplishment not only in economic areas but also in foreign policy areas. With its competitiveness in various areas, the country has heightened its status within EU by actively participating in the agenda setting process. One can derive significant implications from Sweden's external strategy in that the country is a member of EU, and yet maintains military neutrality. It may be regarded as a modal case in which a country could optimize its national interests by exercising flexibility and prudence in separating and then integrating its security and economic interests.
