탈냉전시대에 들어와 유럽에서 더욱 적극적으로 통합을 심화시킨 결과 EU 회원국들은 기존의 경제 통합에 치중한 것과는 달리 그동안 협력이 힘들었던 정치적인 부분 까지 통합을 확대 할 수 있게 되었다. 이의 결과 1992년에 체결된 마스트리히트 조약을 통해 ‘공동외교안보정책’(CFSP)을 추진하게 되었고, 이후 안보분야를 체계적으로 발전시켜 1999년 헬싱키 이사회의 결정에 따라 ‘유럽안보방위정책’(ESDP)을 수립함으로써 EU가 안보분야에서도 통합이 가능할 수 있게 되었다. 본 논문에서는 탈냉전시대에 EU를 중심으로 유럽의 새로운 안보질서의 구축이 시작된 점을 주목하고, 안보축으로서 EU의 역할 강화에 따라 나토의 입지를 어떻게 조정해야 할 것인지에 대한 문제와 유럽안보에 있어 미국의 입지 후퇴의 조정문제, EU 확대에 따른 신규 회원국들과 러시아와의 협력과 갈등문제 등을 논의하였다. 본 논문을 통하여 EU가 유럽안보문제에 관여할 수 있는 여지가 넓어짐에 따라 미국이 대 유럽안보전략을 협력적인 측면에서 수정하였다는 점과 EU와 러시아간의 안보협력이 확대되었음을 분석해 냈다. 또한, 나토가 유럽에서 여전히 안보의 중심축으로서 역할을 지속하되 EU와의 관계에서 양기구간의 투명성과 자율성을 확보하고 불필요한 기구간의 중첩된 기능을 회피하여 더욱 협력적인 관계로 발전하게 되었음을 도출해 내게 된다.
Abstract
In the era of the post-Cold War, the Europeans enforced the European integration and tried to integrate Europe in the political part which was hard to achieve in the process of the regional integration. The result turned out to the security cooperation within the overall framework of the Common Foreign and Security Policy(CFSP), the second pillar of the EU established in the 1992 Treaty signed at Maastricht. The European Security and Defence Policy(ESDP) set by the decision of the Council of the European Union held in Helsinki in 1999 meaned beginning of a significant cooperation among members of the EU with the NATO in the security field. As a result, the European Union can play a relevant and more prominent role within the broader context of the construction of the European security. This paper shows that the European Union got a deepened capacity in the field of European security after the end of the Cold War and the United States had to cooperate much more than ever with the members of the EU. It shows also that the EU has enforced a cooperation with Russia in order to ensure the European security. In the long run, even if the NATO still remains as a foundation of the collective defense in Europe, NATO and EU will cooperate to ensure the coherent, transparent and mutually reinforcing development of their common capability requirements.
