한국군 유엔 평화유지활동 평가와 과제: 위임명령, 제도화, 주민만족도를 중심으로

초록

유엔 평화유지활동 평가의 중요성이 증대함에 따라 한국군 유엔 파병부대의 평화유지활동을 평가하고 그 대응방안을 모색하고자 한다. 이를 위해 임무단 위임명령, 병력공여국의 파병제도화 측면(병력과 사망자, 예산, 파병소요기간), 그리고 파병지역의 주민만족도를 중심으로 평가하였다. 한국군 파병부대는 위임명령에 대한 명확한 이해를 바탕으로 이를 최우선 과업으로 수행하면서 국제규범을 준수하는 임무수행이 요구되었다. 병력공여국의 제도화 측면에서는 적정수준의 파병병력 유지와 이들의 안전한 여건하 임무수행이 보장되어야 하고, 경비보전율 제고를 통한 예산 절감과 유엔의 요구에 부합된 신속한 파병여건 조성이 요구되었다. 마지막으로 파병지역 주민의 필요를 충족시킬 수 있는 접근의 필요성을 제시하였다.

Abstract

This research paper is an evaluation of Korean military’s participation in the UN Peacekeeping Operations and serves to search for potential improved strategic approaches. While the importance of the evaluation increases, its effectiveness has become more limited. Explanations include a clash of stakeholders’ interests, various environmental factors, inconsistent mandates, and so on. Considering these limitations, this study evaluates the mandates, the legal systems governing their participation (i.e. troops, casualty, budget, usual time process to decide the participation, etc.), and host nation’s satisfaction, both generally and locally. Based on this evaluation, improvements, such as more proactive engagement of Korean PKO troops, maintaining optimum number of troops, increasing the UN reimbursement rate, and better fulfilling local needs are required along with new strategic approaches for mission accomplishment.
