유엔 평화활동 분석과 한국 평화활동의 방향

본 논문은 1948년 시작된 유엔평화활동으로부터 현재 이르기까지 68개 임무단의 위임명령, 참여주체, 유엔안보리와 사무국, 그리고 국제분쟁 환경의 변화 등 다중요인에 의해 평화활동의 변화양상을 초창기- 전성기- 도전기- 개혁기로 분류하였다. 시대별 전술, 작전, 전략제대별 그리고 국제분쟁환경과의 지속적 상호작용과 피드백 과정을 통해 유엔 평화활동이 이러한 변화를 거치게 된 동인이 무엇이고 국제분쟁해결에 긍정적으로 기여한 측면과 그렇지 못했던 원인을 규명하려 시도하였다. 이러한 분석을 통해 유엔 평화활동이 적은 비용으로 국제 분쟁해결에 기여한 긍정적 측면을 발견할 수 있었으나 참여주체 간 원활한 의사소통과 정보 교류 등 피드백의 문제점과 민, 경찰, 군 간의 통합된 접근의 필요성과 파트너십 형성이 차후 효과적 임무수행을 위한 과제로 부각되었다. 이러한 유엔의 평화활동이 한국의 평화활동을 위한 함의는 평화활동을 위한 명확하고 구체적이면서 국익을 추구할 수 있는 참여전략의 수립과 3D를 통합할 수 있는 Control Tower의 구축 및 현대 평화활동 성공의 가장 중요한 신속파병과 전투병 파병에 대한 긍정적 검토가 요구되었다.
Abstract
This paper is about the division of UN PKO’s which started in 1948 and has been operating 68 missions so far all over the world into the four stages; the initial stage, the prosperous age, the challenging times, and the reformation age by the multi-factors including each missions’s mandates, participants, the UN organizations such as SC and Secretariat, and the environmental changes of international conflicts. And the study focused on what the main causes of the transitions were and what the pros and cons of the UN PKOs upon the international conflicts were through reviewing and feedback process of continuous interactions by the period and the echelon of tactical, operational and strategical levels. Through the analyses mentioned above, some critical issues which are the problems with communications and the intelligence sharing among the leading participants, the necessity of integrated approaches have emerged while there are some positive aspects of the UN PKOs, for example, they have been contributed to resolve the international conflicts with low cost. In conclusion, this analytic approaches of UN PKOs provide those of R.O.K with some valuable implications such as designing a strategy to enhance the national interests, establishing a control tower to integrate 3D, deploying the combat forces rapidly which is the crucial for the success of Peace Keeping Activities at modern times.
