Abstract

This article analyzes the 2019 Hong Kong protests and the response of Chinese government through the lens of political science theories of human rights protection/violation. First, it adopts a group of explanations of the dynamic protest-repression relationship and interprets the interactions between Hong Kong protesters and the Chinese government based on rational calculation. Second, it examines the relationship among Hong Kongers, the Hong Kong administration, and the Chinese government using a two-level principal-agent conceptual framework and suggests a possibility that there were confusions associated with the suspension and withdrawal of the extradition bill. Third, it argues that the human rights pressure from the international society only has a limited influence on the Chinese government, looking at the behavior of Chinese government in the international human rights regime as well as in the bilateral relations with human rights promoter states. Based on the explanations, this article forecasts that the Chinese government is likely to continue the repression on Hong Kong protesters and increase the level of its direct rule over Hong Kong.
