앙골라 분쟁과 한반도 분단은 식민 피지배 경험, 내전과 국제전, 정전협정, 독재와 민주화 등 여러 면에서 유사점이 많다. 그런데 왜 앙골라는 분쟁 해결로 단일 독립국가가 되었고, 한반도는 분단이 지속되고 있는가? 본고는 이러한 문제 제기에서 연구를 출발하여 앙골라 분쟁의 전개 및 해결 과정에서 한반도와 다른 요인들을 분석하였다. 그리고 이를 바탕으로 한반도 평화통일을 위하여 주는 의미를 정리하였다. 앙골라는 서남아프리카 국가로 1975년 포르투갈의 식민지에서 해방되면서 과도정부가 무너지고 내전이 발생하였다. 냉전의 맹주 미국과 소련의 영향력으로 남아공의 침공과 쿠바군이 개입함으로써 내전은 국제전으로 확전되었다. 탈냉전과 함께 1988년 남아공과 쿠바군 철수가 합의되었고, 1994년 루사카 평화협정으로 유엔이 본격 지원하였다. 분쟁은 결국 2002년 반군 지도자의 사망으로 종식되었다. 앙골라 분쟁 해결을 분석한 결과 단일체제를 위한 다양한 시도와 변화, 평화협정에 대한 국제협력의 활용, 그리고 외국군 청산 및 군․정부의 통합 노력이 한반도와 특징적인 차이점이었다. 따라서 평화통일을 위하여 한반도도 앙골라와 같이 단일체제를 위한 여러 방안을 시도하고, 이를 위한 변화에 주저하지 말아야 한다. 그리고 한반도 평화협정 체결을 위해 국제협력을 적극적으로 활용하고, 그 이행 과정에서 외국군 청산과 남북의 군(軍)과 정부를 통합시켜 나가야 한다.
Abstract
The purpose of this article is to identify implications for peaceful reunification of the Korean peninsula reflected from lessons-learned on Angolan conflict's solution process. Prior to design it, the article reviews the key different solution factors of Angolan conflict from Korean division prolonged. Which is based on the comparative methodology of studying approach for the most similar case. Angolan conflict had a long history from the colonial period of Portugal's occupation and experienced civil wars and proxy wars influenced by the United States and the Soviet Union since 1975. By the way, in 1988 withdrawals of South African Defence Force(SADF) and Cuban military from Angola were agreed, and then signed Lusaka Peace Protocol by MPLA and UNITA in 1994. UN supported the negotiation and the implementation. Finally, Savimbi's death made the conflict resolved in 2002. Though there are many similar points between Angola and Korea, more important and decisive factors are three differences of the process. One is the diverse trials and changes for the single regime system, another is positive utilization of international cooperation with related countries and UN for peace agreement, and the other is fast clearance of foreign military units in order to integrate Angolan Armed Forces and a coalition government. Therefore, the first implication for peaceful reunification of the Korean peninsula is to stimulate the actions and changes for a reunified governance between two Koreas. The second is international cooperation with neighboring states as well as UN for Korean Peace Agreement. The last is to take the status of integrated military without foreign troops and single government on the process of implementing the peace agreement.
