Abstract
This study aims to suggest a proposal for integrating South Korea's international aid from civil society and the military by increasing Official Development Assistance(ODA) to the countries to which R.O.K. troops were sent. Major findings of this study go as follows. First, South Korea's overseas development assistance NGOs tend to implement projects in South Korea's major ODA partners, which has relatively large size of Korean community. The size of Korean community seems to be positively associated with NGO activities because Koreans in local areas can help NGO activists provide necessary aids to local people. Second, South Korea's major ODA partners rarely include the countries to which R.O.K. troops were sent, and in these countries the size of Korean community is relatively small. We, therefore, suggest following proposals for the policy for both ODA and deployment of R.O.K. troops. First, South Korean government needs to designate the countries to which its troops were sent as a major ODA partner, cooperating with NGOs, which are willing to provide aids to those countries. Second, South Korean peace-keeping troops have to concentrate on rebuilding political stability and provide information required for NGO activities in local areas. Finally, it is necessary for the military to delegate mercy mission to NGOs, and NGOs have to plays a role in promoting social consensus on the legitimacy and necessity of deployment of R.O.K. troops for peace building in civil war countries.
