Abstract
The international relations theory sees offensive realism as behaviors of great powers alone. Some non-great powers such as Russia, Israel, and North Korea, however, have adopted offensive policies, which are seen as different from prior behavior. This phenomenon needs to be analyzed both theoretically and empirically. What makes non-great power offensive similar to great power politics? The expansion of offensive realism is the overlapping result of international power redistribution and the emergence of non-great powers armed with international clout. This paper selects North Korea as a typical example of non-great powers’ offensive realism while conceptualizing its behavior as hyper strategy. These findings shed some light on the expanded relevancy of offensive realism in the New Cold War era. Furthermore, this paper provides South Korea with how to design new diplomatic and security strategy while putting emphasis on initiative and balance between capacity and willingness.
