Abstract

Following North Korea's "Two States" declaration, this study examines structural limitations in South Korea’s humanitarian aid policy and proposes a pragmatic paradigm shift. Through South Korean Catholic Church case analysis, we identify a recipient-dominant power asymmetry in inter-Korean aid—contrary to conventional donor-recipient dynamics. Applying the "Aid-Receiving Behavior of Dictators" framework, we demonstrate that North Korea treats humanitarian assistance as discretionary rather than essential, prioritizing regime survival over developmental needs. The Catholic Church case reveals persistent constraints: recipient-dominant structures, opaque distribution, intra-NGO competition, and failed functionalist assumptions about engagement-driven change. These findings show North Korea’s selective aid acceptance reflects authoritarian survival logic, not humanitarian necessity. This paper argues South Korea's aid policy must shift from unification-centered narratives toward pragmatic economic cooperation. The proposed Korean Peninsula economic community minimizes political interference while maximizing shared economic benefits. Short-term strategies include reshaping domestic discourse; mid-term focuses on sanctions-compliant cooperation sectors; long-term objectives cultivate pro-engagement elites within North Korea's bureaucracy. This reframing acknowledges regime autonomy while creating economic incentives that constrain North Korea's strategic options and advance South Korean national interests.
