Abstract
Understanding the regularity and rationality of North Korean foreign policy is the key factor to predict North Korea’s foreign behavior. Previous studies, such as defensive rationality and offensive rationality, do not answer the question of “what kind of cognitive mechanism is in North Korea’s foreign policy?” Offensive rationality can give a good explanation on the reason that North Korea should take offensive military adventures, but can not answer why the rational choice of North Korea produces irrational and unfavorable outcome to North Korea. Defensive rationality ignores strategic interaction in international relations and assumes the goal and means available to North Korea unchangeable. Ignorance and unrealistic assumptions lead defensive rationalism not to answer why North Korea continues to keep offensive militarism after having sufficient outcomes. With combined effect of cognitive science, strategic interaction, and foreign policy of a weak state, this study produce several hypothesis to explain previous and future North Korea’s behaviors H1: A nuclear weapon is better than no nuclear weapon in the end game. H2: More weapons and better delivery system, better in the end game. H3: More destructive power of weapons, better in the end game. H4: The proliferation of nuclear weapons and missile is good for economic benefits as well as for asking compensation in the end game H5: As for the volume of compensation for weapons and missiles, North Korea, as a weak state, is easy to ask more compensation than other countries want to pay. H6: North Korea, weak state in loss frame is easy to take a risky choice(military adventurism) when it does not satisfy with agreement. H7: North Korea, weak state, is easy to ask more when others would not want to use military power to coerce it. H8: North Korea tries to make time on its side with continuous development and improvement of weapons. North Korea would not agree with others easily. H9: North Korea, as a weak state, is very sensitive to other’s military options.
